The highest court in Volusia County is the 7th Judicial Circuit Court. This is a trial court of general jurisdiction where court-related matters are resolved with fairness. Judges hear everything from small claims cases to civil and criminal matters.  It comprises four divisions: The Volusia County Criminal Courthouse hears cases involving misdemeanor and felony offenses, including drug possession, property crimes, violence, and driving under the influence of drugs. The S. James Foxman Justice Center adjudicates cases involving long-term substance abusers through extensive monitoring and treatment plans. Non-violent offenders with a history of substance abuse are served by these programs. Court cases are heard in Daytona Beach.

The Volusia County Family Courthouse hears cases including divorce, child custody, adoption, paternity, name changes, juvenile delinquency, juvenile dependency, and protective orders. Meanwhile, the Sunshine Plaza Traffic Court hears non-criminal civil infractions and all traffic offenses. On the other hand, the Volusia County Court is designated to settle disputes between citizens that can not be resolved by them. It also handles misdemeanors, small claims (under $8,000), civil actions that do not exceed $50,000, and traffic violations. It is a court of limited jurisdiction.

In 2017, a total of 981 juvenile cases were reported for every 100,000 people age 10 to adulthood in the jurisdiction of Volusia County.
